Development Policy
1. Collection Development Goals
The collection development goals of the Hue Learning Resource Centre are:
To support the teaching, learning and research functions of
the University by acquiring and organising a relevant and well
balanced collection of resources in a wide variety of formats.
To respond to changes in teaching and research programmes,
and the changing information needs of the University community,
through regular consultation with academic staff, students and other stakeholders.
To maintain the physical condition of the collection at an appropriate level.
To participate in resource sharing and networking at a local,
regional, national and international level as opportunities arise.
2. Collection Development processes:
Criteria used for selection of materials:
2.1 Monograph:
Relevance to the actual or potential University curriculum
Scope and content of material
Appropriateness of content to target student group (eg; undergraduate, post-graduate)
Accuracy and authority of information and data
Importance of the item to the development of the to total collection in this subject area
Potential or known use to students and academic staff
Currency
Timeliness
Scarcity of material on subject
Physical condition/technical quality
Availability of material elsewhere in the University or in the region
Language and country of origin
Price
2.2 Multimedia:
Multimedia materials (audio, video, CD RM) are evaluated using the same criteria as monographs.
Also taken into consideration are:
Suitability of format
Quality of the production
Accuracy/authoritativeness
Timeliness of information
Level of presentation
Language
Compatible with LRC audio-visual equipment
2.3 Electronic Resources:
As more information becomes available through fee-based electronic services and the Internet,
the LRC will strive to provide access to the materials that best match the needs of the
students at Hue University. As funds allow, decisions will be made to purchase electronic
resources based on the gaps in the current resources provided, the amount of information
included in the packages, and the ease of use. Electronic resources will be selected to
match the program offered at the Hue University.
In addition, material in electronic format will be evaluated against the criteria listed below:
Anticipated demand for the title
Level of access
Relationship to the print version
Ease of connection
System compatibility
Networking implications including licensing agreements and costs, speed of access and impact on network capacity
Publisher requirements and conditions
Cost excluding networking costs
Language
The educational value of providing access to new electronic formats
Where a periodical or serial title is available
in both print and electronic forms, preference will be
given to its acquisition in electronic form, subject to the general
selection criteria listed above.
Where a title is available from more than one supplier,
preference will be given to the most reputable supplier whose
software is compatible with systems already.
2.4 Free Internet resources:
The same selection criteria should be applied
to assist library staff in making decisions about
the appropriateness of including free web sites and Internet
resources in the catalogue.

Relevance
Permanence
Currency
Comprehensiveness.
Usability
Accreditation
Language
Given the cost of cataloguing and maintaining links
to these resources, other issues need to be
considered as:
Sites or resources that 'disappear' from the web, or that no longer
meet the selection criteria, should be removed from the catalogue.
Sites or resources that have been superseded by superior resources,
particularly those that were selected on the basis of exclusivity, should be reviewed
IT infrastructure to support access to a large range of Internet based resources.
2.5 Serials & Periodicals:
Serials and Periodicals differ from monographs
in that a serial subscription is an ongoing financial commitment.
In addition, serials prices have historically increased at a rate that
far exceeds that of monographs so great care must be taken to ensure
that the LRC's ongoing commitment to serials does not consume a
disproportionate share of the total acquisitions budget.

Potential demand
Access through standard indexes
Availability of back issues
Cost / frequency / quality
Format availability with regard to shelf space required or binding requirements
Language
2.6 Gifts and Donations:
The LRC will accept gifts of material provided that
they fall within its collection priorities and that their
inclusion addresses all other criteria. Acceptance of major donations
must be approved by the Director of Learning Resources Centre. Materials
are accepted on the clear understanding that the LRC has control over what
is kept and what is discarded, and where items will be located. Only items which
will enhance the collection are added. Unwanted donations may be offered to other libraries,
offered to students, sold or discarded.
Standard processing will apply to donated material
A letter of acknowledgement will be sent to the donor upon receipt of the materials confirming
2.7 Language:
The primary language of materials acquired will be English and Vietnamese,
as appropriate to the linguistic medium of the University’s learning and teaching.
Works published in other languages will be acquired if they are relevant to teaching
and research at the University. For specific subject disciplines, such as the teaching
of language and literature in other languages, the inclusion of material in these languages
may be appropriate..
The language of presentation of material
will influence collection development decisions
insofar as materials will be acquired in both Vietnamese and English,
in a ratio reflecting the level of English usage by Hue University staff
and students in each subject discipline. Purchase decisions will also be
affected by the availability of materials in Vietnamese or English.
